I agree with Rhys - it depends.
Of note, the last couple of years of new production RP brass in 223, 243, & 6 mm seems to be of superior quality than the Win brass. My favorite 223 brass....has the headstamp of RORG. Royal Ordinance Radway Green...............but it has crimped primers.
